Helping Cornwall Council communicate important public information through engaging animation.
Over the last few years we've partnered with Cornwall Council on multiple public information campaigns, producing accessible 2D animations that help residents understand important services, policies and local initiatives.
Each project has required close collaboration with internal teams across different areas of the Council to translate sometimes complex information into engaging visual stories for residents across Cornwall.Each animation follows Cornwall Council's established brand guidelines and illustration style. Keeping the visual approach simple allows us to work efficiently within public sector budgets while creating clear, engaging animations.
Presenting public information in an engaging and recognisable way helps Cornwall Council communicate more effectively with residents. By creating accessible visual stories that work across websites, social media and public communications, complex information becomes easier to understand for everyone.
Below I have selected a few of the projects we have created together.
Cornwall Council needed a clear and engaging way to explain Blue Badge parking rules and the different types of car parks across Cornwall. The animation needed to help both Blue Badge holders and other motorists understand the guidance, particularly during the busy summer months when parking demand is at its highest.
Working closely with the Council, we refined the supplied scripts into two versions of the animation suitable for websites, public displays and social media.
We begin by creating storyboards before designing all of the visual elements in Cornwall Council's established illustration style.

Once the storyboard is approved, we create the final illustrations before bringing everything to life in Adobe After Effects. Working in stages allows us to gather feedback early and ensures the finished animation closely matches the agreed concept. We always allow contingency time in the schedule in case scripts or messaging change during the review process, which is common on public sector projects involving multiple stakeholders. The two films were around 2:30 minutes and were made in under a month
Cornwall Council wanted to communicate how they and their partners are improving local communities, from creating and protecting green spaces to supporting housing, transport and employment. The challenge was to bring together a wide range of initiatives within a single, easy-to-understand animation. The metaphor of building blocks is used to show how we all need these elements as the foundation for a thriving community.
The project was storyboarded in Procreate before the final artwork was developed in Adobe Illustrator. Inclusivity was an important objective for the project. We designed characters representing different ages, ethnicities and disabilities to help the animation reflect Cornwall's communities and ensure as many viewers as possible could see themselves represented on screen. Keeping the imagery simple makes the film understandable for all. The final project was around 90 seconds and took under a month to complete.
Cornwall Council and Cornwall Fire and Rescue Service wanted to explain how changes to road speeds, seasonal traffic and the use of on-call firefighters could affect response times. The aim was to reassure residents by setting realistic expectations while clearly explaining how the service operates.
Following storyboard approval, the animation was illustrated in Adobe Illustrator and animated in After Effects, creating a clear and approachable visual style that remained consistent with the Council's wider communications.
